Feature to choose color theme in Jira on system level instead of profile level

      Customer wants the ability for Admins to make changes to the color scheme theme of Jira on a system level and not just on a profile level. So when the Admin sets the setting to change Jira to Dark, Normal or Light, this change will apply for everyone.
