Problem Definition
With the approach described in Set up URLs with auto-populated request fields, it's possible to pre-populate values from different fields for a specific request type. That said, if the user accessing the link navigates to a different request type, the URL parameters will be lost.
The same happens when appending the field values to the base portal URL. Once a request type is chosen, the field value will be cleared out.
Suggested Solution
Allow administrators to configure URL parameters to be preserved across a Customer Portal.
