      This is reproducible on Data Center: yes

      This impacts version 10.1.x, 10.2.x, and 10.3.0. Will be fixed in 10.3.1

      Steps to Reproduce

      1. Navigate to an issue view for a service project issue that has at least one pinned comment
      2. Try to sort the comments

      Expected Results

      The comments should end up sorted based on the newest/oldest sort order

      Actual Results

      The comments end up stuck in a loading state
