Customer notifications should not include visible markup

      JIRA supports markup in comment fields. If a field / comment is edited, and the markup is changed, the customer will receive an email with the changes to the raw markup content. Instead, we should be rendering the changes and showing the new rendered result. In JIRA, it may be acceptable to show the raw markup content as there is a large subset of end users that are technical. As Service Desk is in place to allow an IT organization to serve broad internal needs, the UX for these notifications should be simplified and improved.
