      Add the ability to integrate Jira with Twilio for sending messages to end user.

      Atlassian has discontinued the development of the HipChat Atlassian plugin which was previously used to integrate Jira with Twilio. Please create a new functionality to integrate Jira with Twilio for sending SMS.
