Issue Summary

This is reproducible on Data Center: yes

Filter issue scope is not respected when we manually enter the value. The drop-down shows correct result, however if we type the object name manually it accept the value.

Steps to Reproduce

1. Step 1 - Create an Asset custom-field that has Filter issue scope. Refer - SS1
2. Step 2 - Manually Type an Object-ID which doesn’t fulfill Filter issue scope criteria. Refer SS2 and SS3

Expected Results

It should not create issue 

Actual Results

Issue is created with object that doesn’t full-fill the criteria of filter assign scope

Workaround

N/A, Do not enter value manually, always use the drop-down list to select object.
