The canned response's menu is not steady in Visual mode

Steps to Reproduce

1. Create 5 canned responses:

2. Navigate the Canned response menu in the comment section in Visual mode

Expected Results

The canned response menu should be steady and easy for users to click on.

Actual Results

The canned response menu is not steady and constantly shaking, leading to a difficult user experience, as recorded in the mp4:

Workaround

This issue does not exist in Text mode.

Notes

This issue seems to be caused by the auto height of the Rich Text Editor. This issue might be mitigated if the height of the Rich Text Editor can be fixed.
