Issue Summary
An error message is not communicating to the screen reader users.
Steps to Reproduce
- Navigate to the "Get IT help" form.
- Keep the form field empty.
- Submit the form and verify that the error message is not communicated.

Actual Results
When user keep the "Reason for appeal" empty an error message is appearing below the form field and focus is also remains on the "Create" button itself. As a result, error message is not being communicated to the screen reader users.
Expected Results
Apply the following changes: * Add 'aria-describedby' attribute to the form field.
- Reference 'id' attribute value of the containner used to display the error message to 'aria-describedby' attribute.
- Set focus on the first field with error using the JavaScript .focus() method as soon as the form is submitted.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
