Currently, when a comment is added when approving or denying a JSM request the comment is added as a public comment. This request is to allow for it to be configured as an internal comment instead.
A use case for this type of configuration would be when public comments are restricted to agents of the service project but the approver for the request is not registered as an agent on the project. When the user attempts to process the approval with a comment, either approving or denying the request, an error occurs indicating "Something has gone wrong with your request. If symptoms persist contact your System Administrator" and the reason of such error is due to "You do not have permission to create public comments on this issue".
In the approve and deny transition the post function responsible for adding the comment "Add a comment to an issue if one is entered during a transition" is not editable.
