Allow setting of Customer Portal Language without Login

    Description

      Currently language is tied to the customer account, however for Customer Portals which allow submission of issues without login, this is not helpful.  Please add a dropdown which allows the change of site language when users are not logged in.

      This request is for Jira Service Management Cloud but I could not find this in the Project dropdown.
