Issue Creation doesn't Notify the User specified in the User picker field

      NOTE: This bug report is for JIRA Service Desk Server. Using JIRA Service Desk Cloud? See the corresponding bug report.

      Steps to reproduce:
      • Create a User picker field
      • On Issue Create event (Notification Scheme for SD), add the User Custom Field Value and choose the user picker field
      • Add this field in the Customer Portal
      • Create the SD request and fill in the user picker field with a SD customer
      Expected Result:
      • SD customer specified in the user picker field should receive a notification when the issue gets created
      Actual Result:
      • No notification has been received by the SD customer while reporter was able to get it.

      Additional Information:

      • Other notifications are working fine and received by the SD customer (user picker field)

            It is expected behaviour for Service Desk to override the JIRA notification scheme for SD customers (https://confluence.atlassian.com/display/SERVICEDESKCLOUD/Managing+service+desk+notifications)

            However, can you please mention which notifications the customer (custom user picker field) is able to receive?

            The behaviour expected is that a Service Desk email will be received for the reporter and request participants only. However team members will continue to receive the usual notifications from JIRA.
