Issue Summary
The list mark-up for the toolbar options is missing.
Steps to Reproduce
- Navigate to the "Issue" dropdown in the header.
- Select any issue from the dropdown.
- For example, select the "JSM-1 What am i looking at?" issue.
- Observe that "View issue in queue view & comments" page has been appeared on the screen.
- Navigate to the "Click to add comment" input and activate it.
- Inspect the code and check that list mark up is missing.

Actual Results
List mark-up is not used to present related information programatically. For example, text such as "Bold", "Italic", "Underline", "Text color", and "More formatting option" is not marked as unordered list which visually looks like a list of related items. As a result, screen reader users will find it difficult to navigate to the list and different list items quickly.
Expected Results
Use appropriate list mark-up, such as <ul> and <li> to identify related information. In addition, consider applying styles to maintain the visual presentation of a web page.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
