Issue Summary
When the users close the modal dialog (that becomes available on activating "Edit" and "Delete" link) after comment, the focus moves to the top of the page inappropriately.
Steps to Reproduce
- Open the "View issue in queue view & comments - Editor" page.
- Navigate to the main content.
- Navigate to the "Comment" input field.
- Leave any comment.
- Navigate to the "Edit" and "Delete" links and activate any of these.
- A modal dialog appears on the page.
- Try to close the modal dialog.
- Observe that the focus moves to the top of the page.

Actual Results
When the keyboard-only and screen reader users close the modal dialog (that becomes available on activating "Edit" and "Delete" link), the focus moves to the top of the page instead of moving to it's triggering element such as "Edit" and "Delete" links.
As a result, keyboard-only and screen reader users need to pass the extra content to reach to the desired element.
Expected Results
The focus should move to the triggering element when the users close the modal dialog on the page.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
