Issue Summary

The text is not provided for "Canned responses" link on the page.

Steps to Reproduce

1. Open the "View issue in queue view & comments - Editor" page.
2. Navigate to the main content.
3. Navigate to the "Comment" input field.
4. Navigate to the "Canned responses" link.
5. Observe that the link text is missing.

The text is not provided for "Canned responses" link. As a result, screen reader users cannot understand the purpose of the link effectively.

Expected Results

Provide the unique and descriptive link text for the link using aria-label attribute. It will help screen reader user to understand the purpose of the link.
