Issue Summary
On "view incidents" page, List mark up is missing for pagination links such as "1", "2", and so on
Steps to Reproduce
- Open "View incidents" page.
- Navigate to pagination links such as "1", "2", etc.

- Inspect the mentioned links and observe that list mark up is missing.

Actual Results
Interactive elements such as "1", "2", "3" and so on are not marked up using list markup. As a result, screen reader users would not be able to access the page effectively
Expected Results
Provide list markup for "1", "2", "3", pagination links. This makes sure screen reader users access the page more effectively.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
