      Issue Summary

      This is reproducible on Data Center: yes

      Steps to Reproduce

      1. Installing JSM via OBR

      Expected Results

      JSM is up and operational.

      Actual Results

      JSM is disabled.

      The below exception is thrown in the atlassian-jira.log file:

      [c.a.p.osgi.factory.OsgiPlugin] Detected an error (BundleException) enabling the plugin 'com.atlassian.servicedesk.application' : Uses constraint violation. Unable to resolve resource com.atlassian.servicedesk [com.atlassian.servicedesk [270](R 270.0)] because it exports package 'org.apache.commons.fileupload' and is also exposed to it from resource org.apache.felix.framework [org.apache.felix.framework [0](R 0)] via the following dependency chain:

      Workaround

      Restart the Jira instance.
