Search in portal only shows 4 results instead of all

Issue Summary

Search in portal only returns at most 4 results, which could mean request types which share names with other request types may be difficult for customer to find

Steps to Reproduce

1. Have more than 4 request types named "IT help"
2. Search on the customer portal and say "IT help"
3. It only shows 4 results and does not show all the results for IT help. It's not ideal user experience, if all the results are not shown.

Expected Results

Ideally show all request types that match a query, or potentially add a "load more" or "see more" button

Go specifically to the project that the request belongs too (not ideal, as help seekers might not know which project a given request type belongs too)
