      Currently only users with Service Desk Agent role on Service Projects can add public comments.

      In some scenarios we have users who are collaborators. They are licensed users who can view the requests, but they are not Agents within a Project. As we do not have a specific permission for controlling public comments those collaborators can not add public comments.
