Issue Summary

When the permission level is "Only Jira System Admin" and the logged in user has Jira Administrator role, The user is not able to add post function via links except "Run a Groovy script with this transition" link.

Steps to Reproduce

1. Login via User who has Jira system admin role
2. Change the permission level to "Only Jira System Admin".
3. Log out and login via User has Just Jira Administrator role 
4. Go to workflow page and add post function.
5. Click the first link
6. Try to add post function.

Expected Results

The User should be able to add post function.

Actual Results

The User couldn't be able to add post function

Workaround

Currently there is no known workaround for this behavior.
