Custom themes should be configurable as default for all service desk

      NOTE: This suggestion is for JIRA Service Desk Server. Using JIRA Service Desk Cloud? See the corresponding suggestion.

      Currently custom themes need to be configured separately per service desk.

      The custom theme configured by the customer should have the option as being the default theme for all future service desk created.
