Problem
Currently, within DC, each Jira node will flush the cache when restarting, it's not possible to prevent this from happening.
Suggestion
We'd like to be able to prevent this from happening or at least delay it long enough until all nodes have restarted successfully (out of maintenance) and are fully available and then only perform a single cache flush instead of flushing as many times as there are nodes restarting.
This suggestion is to complement these other Suggestions:

Workaround
The only suggested workaround is to space out your node restarts so they don't all flush cache at the same time.
