Issue Summary
This is reproducible on Jira Service Management: tested on versions 4.13.18, 4.20.9 and 4.22.3 and using browsers Chrome and Firefox
Steps to Reproduce
A) Selecting a different tab before expanding Assignee list:
- Open any ticket
- Click Assign
- Switch between Respond to customer and Internal comment
- Click Assignee drop down
B) Switching to a different window or tab
- Open any ticket
- Click Assign
- Switch to a different window (Alt+tab) or to a different tab in the browser
- Switch back to the browser tab where you have the ticket opened for Assign
- Click Assignee drop down
Expected Results
Assignee drop down list should be populated with users to be selected:

Actual Results
Assignee drop down list is not populated with users and get stuck:
- With Unassigned option in case it’s an unassigned ticket:

- With user name in case it’s already assigned to someone:

Workaround
A) Close Assign window, open it again and click the drop down menu before switching to any tab or application. Values will be loaded as expected.
B) Click inside the list field and start typing whatever user name you want to set as Assignee. Despite the fact the list is not loading, user completion works fine.
