Windows Installer wizard should check for Jira service status prior to completion

      During the installation of Jira in Windows using the installer there's the prompt to create the respective service. The installer should perform a check on the service to ensure it's properly set, otherwise present an error message or instructions for manual creation.

      The same logic should be applied to upgrades, when using the installer and the previous version of Jira was configured to run as service, the installer will attempt to upgrade the service to the new version (likely removing and creating a new one), there also should be visible warnings should any issue occur on this step, or else Jira will start from start-jira.bat file as the service is not available at the end of the setup wizard.
