Issue Summary
Jira user with name starts with Turkish dotted letter i is not searchable within the User attribute
This is reproducible on Data Center: yes
Steps to Reproduce
- Create a user in Jira with a name starts with a capitalised, dotted i. For example,

- Create an object type or modify an existing one to add an attribute of type User. Specify a Jira user group which the user created above belongs to or leave it empty.
- Create a new object or modify an existing one to add the new user to the attribute created in step 2. Start by typing the capitalised, dotted i, and then try with the lower case, dotted i.

Expected Results
The user is included in the suggested list of users when typing with the capitalised, dotted i as it's the same letter as the user's name.
Actual Results
The user is not included in the suggested list of users when typing with the capitalised, dotted i. It only suggest the user when typing with the lower case, dotted i and the capitalised, undotted i.

- This is only affecting the capitalised, dotted i
- This is only affecting the Insight functionality as described. Searching for the user within Jira is not affected.
