      A JQL query on issue currently support querying by elapsed or remaining time but only in absolute values like...
      "Time to response" < remaining(2h)

      That function should also support querying by percent of SLA target. Something like...

      "Time to response" > elapsed( 60% )

      ... which lists issues that has elapsed SLA time of more than 60% of total SLA target on "Time to response".
