Object Overview Modal with default force mode graph : Device-dependent event handlers are used.

      Issue Summary

      The element uses device-dependent event handlers and is therefore not accessible by keyboard alone.

      Elements name: Below title attribute text.

      Location of the elements: Title attribute text, on each image icon, just beside the "JSM-111", "IN-6", "IN-9" links, just below the "Connected Jira issues" heading, in the "Fore" view, in the "Object overview" modal.

      Additional details: While hovering on image icons, displaying the title text. But this title text is not available to the keyboard users.

      Steps to reproduce

      1. Click on the "oracledb-11g-prod" button, just beside the "Affected Server:" text, in the "Can we get this server request approved?" page.
      2. Then the "Object Overview" modal will display.
      3. Click on the "Show graph" icon button.
      4. Click on the "Force" button. Then the graph will display in the Force view.
      5. Hover on the above-mentioned images, then the title text will display.

      Note: The same issue applies to the title text, on each image icon, just below the "Connected Jira issues" heading, when selecting any image button, in the "Force view" image section.

      Actual results

      Tooltip content that becomes available when users hover over with a mouse or when their keyboard focus moves on the Connected Jira issues icon button is not accessible for low-vision users. When low-vision users try to move their mouse on the tooltip in order to read it, the tooltip disappears. Thus low vision users found it difficult to access the tooltip content.
      Additionally, a keyboard support is missing for the tooltip, which makes it the keyboard difficult to access the content.

      Expected Results

      Modify the scripts associated with the tooltip content to ensure that it remains visible until the user decides to dismiss the tooltip. This will enable low-vision users to navigate to the tooltip content and dismiss it after accessing it. 

      Specify the ARIA role "tooltip" for the information displayed on hover. Specify a unique id attribute for the tooltip and reference it via the aria-describedby attribute of the Information image.
      Modify the script to make the tooltip information available on hover as well as on focus. In addition along with mouse-specific event handlers, use keyboard specific event handlers, such as "onfocus", "onblur", etc. to make the functionality accessible for keyboard-only users.
