Summary  

When trying to perform any transition in the issue, the cursor moves to second (or other) field rather than having it on the first field. 

Steps to Reproduce

1. Open some issue
2. Click assign
3. Assign issue screen opens, however, instead of having cursor on owner names, it moves to next field. 
4. Refreshing or opening the page again and heading to a screen that used to display the issue, results in not reproducing the issue.

Expected Results

Cursor should be available on Assignee field.

Actual Results

Cursor moves to some other field.
