"Define who can view knowledge base articles" should be restricted to System administrator

      Requirement is to restrict Project Administrator to Define who can view knowledge base articles through the Portal and in the linked Confluence page.
      This is needed since the project administrator that doesn't have strong Jira skills can make the space in Confluence visible for all the users by accident, even for non-licensed.
