SLA field write large JSON change items to the database

      If the rate of change on SLA field is large, then a lot of superfluous data is written to the database.

      Since the SLA field contains a min change history of its own state changes, there is no real need for the data to be written into change history.

      We should remove the writing of change history items for SLA fields
