Issue Summary

The shortcuts feature doesn't work as expected on the ITSM template.

In the other JSM templates, when you add a shortcut, the agents can see it on the sidebar as expected. On the ITSM, the shortcut isn't shown for the agents.

Steps to Reproduce

1. Create or go to an ITSM template project;
2. As a project admin, create a shortcut;
3. Agents aren't able to see that shortcut.

Expected Results

The shortcuts are only available for project administrators.

Actual Results

Agents should be able to see the shortcuts.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
