Description

Original: h3. Issue Summary A user without a JSM license but with *Administer Jira* global permission canot create an IT Service management project. Though the user is able to create projects with other JSM templates. h3. Steps to Reproduce  # Assign a user with Administer Jira global permission by adding the user to the jira-administrator group  # Do not provide the user with a JSM license # Login as the user and try to create an ITSM project h3. Expected Results The Jira administrator should be able to create an ITSM project h3. Actual Results The Jira administrator receives an error when trying to create an ITSM project: h3. Workaround Provide the user with a JSM license temporarily
