Issue Summary
A user without a JSM license but with Administer Jira global permission can't create an IT Service management project. Though the user is able to create projects with other JSM templates.

Steps to Reproduce
- Assign a user with Administer Jira global permission by adding the user to the jira-administrator group
- Do not provide the user with a JSM license
- Impersonate the user and try to create an ITSM project
Expected Results
The Jira administrator should be able to create an ITSM project
Actual Results
The Jira administrator receives an error when trying to create an ITSM project:

Provide the user with a JSM license temporarily
