User without JSM license but with Administer Jira permission cannot create ITSM project

      Issue Summary

      A user without a JSM license but with Administer Jira global permission can't create an IT Service management project. Though the user is able to create projects with other JSM templates.

      Project not created.
      For some reason the magic didn't happen"

      Steps to Reproduce

      1. Assign a user with Administer Jira global permission by adding the user to the jira-administrator group
      2. Do not provide the user with a JSM license
      3. Impersonate the user and try to create an ITSM project

      Expected Results

      The Jira administrator should be able to create an ITSM project

      Actual Results

      The Jira administrator receives an error when trying to create an ITSM project:

      Workaround

      Provide the user with a JSM license temporarily

            Thank you for previously raising this bug and bringing it to our attention.

            Within our company roadmap and work capacity, we try to address or review each bug request but admit that not each one will be resolved. To continue the culture of being honest and open, we are closing this bug to focus on our upcoming roadmap for all Jira Service Management Cloud users.
