      Issue Summary

      Using a user as rule actor should defer to Automation for Jira as the actor when the user doesn't have access due to security restrictions isn't working - getting errors

      Steps to Reproduce

      1. Set up a rule and set the rule actor as a user without access to the ticket
      2. Trigger the rule

      Expected Results

      The rule should be run with the actor Automation for Jira

      Actual Results

      Rule gives an error

      Workaround

      Currently there is no known workaround for this behaviour. A workaround will be added here when available
