Issue Summary

Hyperlinks on the Request Type description take you to the Request Type form instead of taking you to the actual link

Steps to Reproduce

1. Add a hyperlink to a request type's description text
2. Go to the request type list on the portal
3. Click the hyperlink on the request type description

Expected Results

Be directed to the linked address

Actual Results

You're sent to the form as if you've clicked the request type

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
