Unable to restrict comment in new UI of Issue Detail View for JSM projects

      The option to restrict comments to certain groups/roles in the new issue Detail View isn't available for the JSM projects.

      It was possible for certain users in the old issue view to restrict the comments to certain groups/roles for JSM projects, this feature isn't available currently for the new issue view.
