Not able to browser users in multi user-picker field with special characters in their display names from Jira application

Summary

Not able to browser Request Participants with special characters in their display names from Jira application. While it works fine on the customer portal

Steps to Reproduce

1. Create a customer with special characters in their display name ('Jörg' for example)
2. Try to set this customer as a Request Participant from the Jira application by searching for 'jorg'

Expected Results

Able to browse the customer and set them as a Request participant

Actual Results

The search returns No user found.

Notes

It does not affect the single user picker field. Also when trying to share the request from the customer portal, able to find the participant with special characters. The customers should not face this issue as they perform this action via the portal.
Searching with the exact name including the special character 'Jörg' works fine.
The issue does not impact the Crete issue operation. It only impacts the edit issue operation.

Workaround

Search the user with the correct special character.
