Description
Issue Summary
As due to GDPR changes based on documentation below , user email address can be set it visibility :-

However, even though the email address visibility set to "Only me and admin" , "Domain of Reporter" field value still not visible to the administrator.

Steps to Reproduce
- Set a customer account email visibility to "Only me and admin"
- Then, create a custom field with "Domain of Reporter" type
- Migrate the customer account to Atlassian account
- Create a ticket on behalf of customer
- View the issue from JIRA using administrator account
Expected Results
Reporter domain populated.
Actual Results
Reporter domain not populated.
Workaround
Set the email visibility to "Anyone"
