Allow service desk admin to configure the "pulled from" date for the email handler

      Currently, it is not possible to force the Jira service desk email handler to process the emails in the connected custom email channel that arrived before the email channel was established. The suggestion is to allow the service desk admin to configure the "pulled from" date for the email handler.
