Summary
Org-admin without a Jira license receive an error when trying to access the service desk customer portal
You don't have access to any service desks.
Steps to Reproduce
- Invite an email address as a site-admin to the cloud site first but do not provide any application access to the user, but just site access.
- Then add the same email address as an org-admin to the Atlassian Organization, this cloud site is linked to
- Add the user as a customer in a service desk project
- From a Guest browser window log in to id.atlasian.com with this email address and try to access the help center for the cloud site.
Expected Results
User is able to access the customer portal and raise issues in service desk projects
Actual Results
The user is logged in but receives an error "You do not have access to any service desks" and the user can neither see restricted projects, nor the open projects.

Sending an email to restricted as well as open projects result in the same error in the email logs:
You don't have permission to access this Service Desk.
Notes
The affected user can neither see restricted projects (Customer permission set to customers my team adds to the project), nor the Open service desk projects (Customer permission set to Anyone on the cloud site can open a request)
Workaround
The only way currently is to provide the org-admin with access to a Jira product on the cloud site.
