When viewing timezone in the profile of a user within Jira and customer portal, they display different values

Issue Summary

When we look at profile for the same user in Jira and in customer portal, the timezone deviation is different.

Steps to Reproduce

1. Go to *Cogwheel > Atlassian account settings. Under account preferences, change it to US/eastern (-04:00)
2. Within Jira, click on your avatar and go to Profile. Verify the timezone in Jira
   
3. Now, got to customer portal. Click on avatar on top-right corner and click on Profile.
4. Check the timezone

Expected Results

It should be same as seen in Jira i.e. in this case GMT -04:00

Actual Results

It is different i.e. -05:00 which is one hour behind

Additionally, it does not happen for all the timezones.
