redirect jira urls to jsd portal

      We are using JSD for internal support however if a user finds a ticket either in Jira Issue Search or when another internal team member (who is an agent) shares a link it gives them a permissions issue. 

      Expected behavior is that it would redirect a user to the portal version of the issue (e.g. the requester view)

      Example slugs:

      https://foursquare.atlassian.net/browse/PS2-235 should redirect to the following if a user is not a member of the service team:

      https://foursquare.atlassian.net/servicedesk/customer/portal/19/PS2-235
