Implement Project Archive and Trash feature for JIRA Service Management project

Problem Definition

Currently , only JIRA Software and Business project have "Project Archive" feature based on https://jira.atlassian.com/browse/JRACLOUD-1450 ticket already closed.

It will be great to implement the same for JIRA Service Desk project.

Enable project archive for JIRA Service Desk project

Why this is important

Give admin option to archive JIRA Service Desk project
