Field "Filter by" is greyed out on reports while adding/editing a series

      Issue Summary

      While creating a new series on a report, the first time the pop-up opens the field "Filter by" can be edited. If you cancel and add a new series, the field will be greyed out, preventing the user to add a JQL to it.

      Steps to Reproduce

      1. Edit a report or create a custom report;
      2. Add a series and try to edit the "Filter by" field.

      Expected Results

      The field is editable and you can enter a JQL on it.

      Actual Results

      The "Filter By" field is greyed out, preventing the user to add a JQL.

      Workaround

      Reload the browser page and try to edit/add the series again.
