Allow Customization of comment type selector verbiage

      Currently, it is not possible to change the words which denote the comment type in Jira Service Desk between "internal" ("Add internal Note") and "external" ("Reply to Customer") comments.

      Because not all service desk projects will service "customers" and some organizations may assign special meaning to the term "customer" in the context of their organization, it may be confusing to see that term show up in some service desk issues. In order to alleviate this, I would like to suggest either changing the verbiage to make it more specific to whom the comment will be visible:

      "reply to request", "reply to participants", "reply to reporter", "Reply", "Comment issue"

      Or, provide a method for a user to be able to change the verbiage to suit their specific needs.
