Issue Summary

In a Knowledge Base article with a table of contents, clicking on the anchor tags in the table of contents doesn't work properly in firefox.

Steps to Reproduce

1. Create an article with a table of contents, and headings
2. Publish the page
3. View the article from JSD (agent view or portal)
4. Click on a heading in the table of contents

Expected Results

Page should scroll to the anchor on the page

Actual Results

Clicking the table of contents does nothing
