Issue Summary

If you have a Free Jira Software Plan and a licensed Jira Service desk plan on the same site, no projects including the licensed Service Desk projects will display in the option to "Create with shared configuration" even though the functionality should only be disabled for the Jira Software project types tied to the Free plan per disabled functionality in the Limitations in Jira Cloud Free plans

Steps to Reproduce

1. In an instance with Jira Software set to a free plan and Jira Service Desk set to A paid license
2. Create a Project
3. Select the "Create with shared configuration" check box
4. Select the choose a project dialogue drop down

Expected Results

All projects for the licensed product are shown and projects in the Free plan are not shown do to the imposed Limitations in Jira Cloud Free plans not allowing the feature on a free plans

Actual Results

No projects are listed including Service Desk projects that are connected the the licensed application

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
