In certain conditions site admins who share JSD tickets create users with product access

      Issue Summary

      On instances where "User Invites" at Site Access is set to toggled yes for "Existing users can send invitations to group" , a site admin who shares a JSD ticket to new or existing users who do no have product access inadvertently give product access to these users and they from then point on have JSD product access and instance bill may increase unexpectedly.

      Steps to Reproduce

      1. Login as a site admin
      2. Go to one of the JSD or Software projects (Classic or Net-gen) and open a ticket in new issue view mode.
      3. Click on the share link at the top right-hand corner, and share the ticket with new or existing customer with no product access

      Expected Results

      Customer  should be notified about it, but not get the product license (JSD). This seems to work correctly in old issue view , 

      Actual Results

      In new issue view , Customer A is being assigned the product license.

      Workaround

      You can move back to old issue view to avoid this scenario.
