Issue Summary

Selecting Set to current time by default for next-gen Time tracking field does not respect time zone preference. Instead, it shows UTC/GMT time.

Steps to Reproduce

1. Create a nextgen Jira Service Desk project
2. Add a Time tracking field
3. Check Set to current time by default
4. Visit that request type in the portal
5. Observe that the time is showing incorrectly (e.g., showing 10:30PM instead of 04:30PM with their timezone set to CST (UTC-6)

Expected Results

The user's timezone is used to show the time.

Actual Results

The UTC/GMT time zone is used to show the time.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
