Problem Definition
Currently, in the new issue view, the field in request form configuration will display in the middle of the page when it's created via portal or email. It will also display when the field is empty.
The Field layout configuration only allows hiding the field when it's empty for the issue view configuration.

Why this is important
Provide option to hide field when it's empty for request form configuration.
