Czech Language Support Has Encoding Issues

      Summary

      When editing and setting the Czech language for Langauge Support in the Service Desk Project, there are encoding issues with the default text given. 

      Steps to Reproduce

      1. Go to Project Settings > Language Support > Add "Czech" Language as one of the supported Language
      2. Go to "Customer Notification" template, open "Organization Added" you will see the following:

      This encoding issue does not occur in all "Customer Notification" options, as of now the following options have encoding issue by default:

      - Public comment added
      - Public comment edited
      - Request reopened
      - Participant added
      - Organization Added
      - Approval required

      Expected Results

      The default translation should come out correctly. 

      Actual Results

      It populates numbers and other encodings that are not relevant to language translation.

      Workaround
      The user will have to manually edit the section based on the understanding of the language. and save the changes to ensure the encoding issue doesn't occur when notification is triggered.
